It does not matter if anyone changed their mind. The purpose of the law is to give validity to the voting system. If people believe that votes might be cast because of the voice of a person in the polling station, then they will feel like the election is not fair. If they think that the election is not fair they might either, not participate or rise in violent rebellion.
Did what this lady say actually change someone’s mind? That is irrelevant. Apply the law evenly.
